Paris, FranceGabriel makes an announcement to Germany. "For far too long Germany's extensive debt has gone uncollected while the reap the benefits of trade, as though it didn't exist. The Great War must be payed for in some way, and Germany has consistently ignored requests to peacefully repay the Republic of France. This why, as of today, I am declaring an emergency situation in France. Legally, the Rhineland is now French property until such time as the debt is repayed. I don't take this lightly, beleive me, but they have ignored my warnings for too long. The French people demand repayment for what they fought and died for, we must not let our narrow victory slip into the void! On a side not I'm introducing France's new battle flag, it's fantastic, a gorgeous flag. The French deserve the best let me tell you, you are gonna love this flag. I've got some great people, they're great people who designed this flag. I'm the best at flags." The flag in questionGabriel prepares to head to Geneva by Rail for the League of Nations meeting. French Morroco, French Africa, French MadagascarBills are passed making it completely legal and easy for citizens in French Africa, Morroco, and Madagascar to move to France and live there, and also makes it completely legal for Frenchmen to move to the colonies. Rhineland Border, France200 Gabriel LX tanks and 500 soldiers arrive by rail. Upon hearing of the declaration of seizure, Rojas orders a full regiment deployed to the Rhineland in the interest of foreign asset protection. 3600 soldiers from the 6th rifle regiment are speedily routed to rail yards and staging areas, and set course for the many rail yards and factory grounds in Germany. The set deployment of armour from the factories is also bumped up. The last production batch of 40 coiote medium tanks roll straight from the factory floor. And additional 60 of the new Black rhino tanks are loaded to the back railcars of the troop transports. The trains roar to life and start steaming from the Barcelona locomotive factory and the Barcelona tractor factory towards lower Germany.

Gabriel's Pyramid, France200 Gabriel LX Tanks and 700 Soldiers are ordered to the Rhineland border by President Gabriel, and he issues another message to Germany. "Listen here, in the next three months if at least 50% of the money owed to France is not payed, and the other 50% not payed in the following three months, we will begin forcible acquiring of German goods and currency until we are payed. And guess what, that wall just got 4 meters higher believe me." A cargo ship with the French government seal on it arrives in French Morocco, and French police disembark with permits to collect 500 homeless beggars for government sanctioned jobs building the groundwork for the wall between Germany and France. Gabriel drafts a letter to Italy, requesting that they cease purchasing German goods in exchange for discounts on French goods, which he assures them are of much higher quality. The german government expresses outrage over the threats of seizure of german goods. "These are german goods belonging to honest german businessmen. They have no relation to international politics. This is an attack on not only the nation of Germany, but the reconstruction since the great war and every man, women and child residing within german borders." Wilhelm takes the train to geneva Paris, FranceGabriel makes an announcement to Germany. "Even after we pushed the French menace from our rightful german lands, they have been a jealous neighbour. As I speak, French forces amass upon our border, with more arriving every day. The only thing holding back this menace is the bravery and steadfast will of our german sons, staring down the enemy. I depart now for geneva to offer the french one last chance to see their madness, and I go with the hopes and prayers of all german citizens pushing me forward." Inner German military bases and reserves are mobilized, and ready to be transported to the rhineland. Full and ammo are diverted to Rhine border.

Poland begins to demilitarize the German/Poland boarder, stating that Germany is no threat so long as France will be a demolisher of peace through their annexation of the Rhineland. As such Polish government controlled corporations begin to invest in German weapons manufacturing companies, such as Krupp, Porche and Rheinmetall; this is to help with German war economy and to give them a helpful boost to production. As well to the aforementioned economic boost to German companies, cheaper trade deals on Polish materials and Polish licensed guns are extended to the German government and companies. The current governing body of Poland also extends military support in the form of 10,000 riflemen and 50 artillery pieces with the following statement from a cabinet member; "We need to begin to build a more elite military and the best way to achieve this is through hardened combat, we hope Germany accepts our support."
Poland also sends delegates to Geneva.

UK's reaction right now The United Kingdom responds that idle threats will accomplish nothing. By the terms of the League of Nations, to which all members of this dispute are partial to and members of, disputes exactly such as this must be solved through diplomacy, lest said nation break ties with the league altogether. They further detest the use of military action as a bargaining chip and will not condone any action of violence within or on the European continent. Such military action is not only illegal, but goes against any semblance of national or international law. The United Kingdom also questions the comments made by the Polish Defense minister, as well as of Gabriel himself claiming the Rhineland as France's territory; seeming to not only expect, but encourage war to happen. In a formal complaint written by a prominent member of parliament, the action is likened to the disgracing of war veterans from the Great War, and a stain on the accomplishment of all that died to preserve peace in face of great tensions.

Gothic Square Barcelona
the 6th rifle regiment pulled from the "Fighting First" Division 1 was named by the Lieutenants in the corresponding officer core the "Iron Guard".
These men were not average conscripts, the fighting first had only professional soldiers. these were battle hardened men who had seen action in Siberia and the far east. some had even fought in the outskirts of Moscow. with just over 4000 men stationed to the Rhineland, and 600 tanks and vehicles, the telegram to the Reichstag's requesting Air power to accompany the ground force had been sent that morning, and the Catlan parliament was awaiting a reply.
with so much infrastructure and means of production anchored in germany, it was imperative that Catalonian interests be protected. we will not hesitate to engage any french forces in our territory and we will not allow any seizure of catlan or german goods in the Rhineland. steel, wood, machinery and stockpiles along with production and research facilities are on lockdown, will full flank production and increased guard watch.

The german government is uneasy as to the sudden appearance of an army within their lands, however they decide to permit it provided they keep to Catalonian factories, and are observed by german officers. Air power will not be permitted at the time, as there is no available airfield for use as a base. The german government demands that the Catalonian forces refrain from making uninvited movements or attacks.

On the note of France
Because of dependence on British gear and a new relationship with the League of Nations, the following occurs;
- Yugoslav President, Velimir Vukićević, condemns France for it's recent actions, stating that to break a treaty for national gain is a 'travesty'. - If the French are still interested in selling the SMS Kolberg, then the admiralty demands "A fifteen percent discount for 'political turmoil costs'." Should the French be unwilling to supply said discount, then we will instead go to the competing Australians and purchase the HMAS Sydney, which is overall a better vessel anyways. - Joint military programs are suspended until this issue is resolved. - French-Yugoslav Bond markets are seized - even if people sell their bonds back to France, Yugoslavia refuses to recognize them as sold.
Velimir Vukićević says that international relations with France will be resumed if they decide to bring the situation to a peaceful conclusion that France, Germany and the League of Nations can agree on.

GM SIDENOTE
It has come to my attention some things have been unclear. After revisiting my notes, I now understand why.
Firstly: Thrace, the area outside of Istanbul in the balkans, is currently Greek. Istanbul itself, however, is Ottoman. Secondly: Due to the Treaty of Trianon never really being signed, despite the fact that the Austro-Hungarian empire was formally dissolved and new states have formed since, the nature of that breakup, as well as that of the Ottoman Empire, which was lumped in with the treaty as a sort of 'Second Versailles', was never fully formalized. This means that, although the Ottoman Empire is technically to be dissolved and/or occupied as per terms of the first treaty (Versailles itself), despite the fact Austria-Hungary was dissolved (Because it was dealt with separately), the failure of the Roosevelt Plan and Germany's default meant that Akaturk was elected into power as normal, to a Turkish "Ottoman" government that, although technically supposed to not exist, still persists, because the treaty wasn't signed by them yet, because they haven't actually seen a final draft that they are able to sign, because the treaty had been tabled. So, the plan to break them up and dissolve/occupy the Empire over time is still there. Thing is, it just hasn't been implemented yet, because it can't be, because of the bottomless well of asterisks the Treaty of Trianon is right now.
Any questions can be directed via PM.
Cheers!

Ernest Augustus Taylor, along with his entourage, are the first to arrive at the conference. As per rules of the conference, each delegation is given one chance to speak and one chance to rebut, if directly addressed. After this, proposals will be relegated to backroom negotiation (PM) and a vote will be made on the issue.
Standing to the podium, he begins his address as thus.
"Members of this special conference, I would like to personally welcome you to Geneva, and hope with utmost sincerity that our collective desire to resolve this issue does not devolve into further conflict." "I believe it is fair of me to say we all know what is at stake. The steel trade, as well as the activity of much of Germany's industry, in the Rhineland, is something expressly seen by many investors at home and internationally as an interest to maintain. That said, Germany, as far as the Weimar Agreement allows, has still yet refused to pay it's agreed-upon reparations. The Dawes plan failed. The Young plan failed. And now, it has come to the point where all-out occupation is being threatened to reclaim the lost debt, lest financial Armageddon ensue. And, in some cases, it already has." "I will keep my proposal brief. The most efficient solution is one in which all parties are able to work together equally. In this conflict, both sides have an interest in maintaining peace, as well as not using military force- The Mistaken War is enough proof of that, for any of us. That said, the United Kingdom's proposal is to enact a bill expanding the power of the League of Nations to establish an International Trade Commission, made up of members from across the League of Nations; which will then independently evaluate with the help of multiple governments an effective trade solution to this present issue, how repirations will be paid, in what manner they will be paid, and so on. All nations will have an opportunity to contribute to this project; but at the same time, we will not be restricted by the bias of our own individual beliefs in doing so. With any luck, this commission will work together and help negotiate a bipartial respiration and financial plan between France and Germany in the upcoming year, as well as re-evaluate existing payments to nations across Europe and renegotiate as necessary. I know my government, as well as my supporters, have already taken significant steps into expanding the British Empire into a Free-Trade Zone, which has proven successful for the British economy. This commission, aside from managing reparations- should all the members of this council agree, would also be able to be expanded into an organization to help regulate, as of yet, costly and difficult international private trade. Just because our governments are on edge doesn't mean we must risk the livelihoods of our own citizens in attempting to make ourselves self-sufficient. We are, in essence, one European entity; and we act as one European economy, in many senses, made up of many smaller interacting pieces." He pauses. "I sincerely hope we do not forget that."
With that, the Prime Minister's and his Delegation's statement is spent. He waits for further reply.
(Also to clarify, yes the states in Germany, particularily Rhineland, went through hyperinflation before the RP started, but it wasn't nearly as pronounced since Germany wasn't one state yet back then. A lot of money still has to be payed, and the Rep uses the Reichsmark, or whatever the replacement for the original currency was, as per the Weimar Agreement with the Alpine Confederation.)

Gabriel saunters up and places his hands on the podium in front of him, looking around the room almost like a bird hunting for prey. He smacks his lips several times before speaking. "I have sat and watched as Germany has not only avoided paying it's debt to us, but also making considerable military threats against France. I have seen their Kaiser and let me tell you he is a very low energy guy, really low energy. However, France has learned from the Mistaken War, which we won, i might add, and we realize that Military force is not the best or most profitable way to get what you want, at least not yet. And by the way, France has been making beautiful progress in trade. Italy, China, Yugoslavia, they all do great business with us. I love the Italian people, I love the Chinese, I love the Slavs, they're great businessmen and they see that the future is big, bold, and bright. Because I'm a nice guy, I'm a nice guy really, me and the National Assembly have worked out a proposal for the National Assembly and German governments to look over. It's called the "German Mortgage Agreement", and it works a little like this;" Gabriel reaches into a leather bag near him and pulls out a folder colored like the French flag, gold letters on the front read "German Mortgage Agreement". "Let's see here, the German government must commit to paying 5% of their debt to France each month. This will be enforced by a neutral party from the National Assembly to ensure cooperation. In exchange, Rhineland will remain German property. This is how we're going to make France progress even further, and by extension Europe. We are going to win, and we will win, and we will win, and we will win. Thanks." Gabriel leaves the podium and sits back down at his designated seat, drinking a Grillageville soda.

The Polish rep at the League of Nations meeting in Geneva wish to maintain the peace between both Germany and France propose an idea.
"My fellow Europeans, why not just create a free trade agreement between your nations. We could have the German border not tax incoming goods but have the French half tax incoming trade. Once the necessary amount has been paid through the border trade tax, than we can have France get rid of the imports tax but yet keep the free trade agreement! This will allow more trade and creates a long term plan that is beneficial to both parties. Poland believes that this will make Europe more unified and strong against aggression and will formulate a great peace that will last generations! No one likes to just hand money to someone they just fought after all..."

While Carmacho is at ease with the new deal regarding France, he is hesitant to pull forces from the Rhineland.
"We must back Poland's decision. a compromise is what is necessary in this situation. we cannot and must not resort to bearing arms in the way of adversities."
Marshall Rojas speaks,
"And as always, we can assure the rest of you national reps that we do not have any planes dispatched. all of our Italian-bought long range fighter bombers are safley on the ground at our airbases."
speaking of which, a request for a domestic production liscence is sent to italy. as they have quality aircraft, catlan built engines and modifications only futher the quality of the current airforce and we are very interested in developing and producing out own aircraft under liscence.

(I would like to have this speech to have been given before the polish reps, just think the flow is better that way)
The kaiser stands and walks to the podium.
Gentlemen, delegations from all over. We have assembled here not for the discussion of reparations, but for the total disregard of the authority of this committee. Just a few short years ago the league of nations ruled that the rhineland would be a free and independent state, with it destiny in its own hands. They choose of their own free will to link that destiny with the other german states. The events that lead to this independence was the french claim to the rhineland, which it to annex. Now we see them attempting the same thing again, disregarding the past ruling. We do not know why this committee is even considering this claim, when it has already been decided.
On the subject of reparations with France, they are null and void. The agreement with France was influence and taxation of the rhineland as payment for the great war. This agreement was violated when France attempted to annex the rhineland. They were given their reparations, the fact that they voided their claim to them is their own business.

President Gabriel Stands, his hands placed firmly on the desk in front of him. "The Polish proposal is ludicrous, and would never work. Not only is it a complete rejection of what we have proposed, but it would have France weakened globally. As for Germany, maybe you misheard me. This proposal is only thing standing between you and an armed conflict. You will be paying us, and it will be at 5% a month. This is not unreasonable, and you are fully capable of paying such a low cost." Gabriel sits back down, conferring with several aides nearby.

"If I could speak -"
"Mr. Gabriel, you are conducting brinkmanship. Your proposal is on the same level that Austria levied against Serbia. If I didn't trust you, I would suggest you were trying to goad the Wiemar into war with unreasonable demands."
"More to the point, France is a partial party in this discussion. They have active interest in this insofar as their crippling recession, hence France's naturally and alarmingly, nationalist approach to this issue. Ultimately, the point I'm making is that until the French recession is stabilized, we cannot proceed with reparations as though we were impartial parties."
"Should we proceed with this conference as a flawed, partial conference, which could ultimately be argued to be illegitimate, I suggest that Britain's proposal is the least worst solution on the board right now. Albeit the Polish solution is on the right track, but until it matures past tariffs, cannot be accepted."
"Thank you."
